the Dell™ OptiPlex™ 745 has a pci-express x16 bus (slot) however the problem that you may encounter is the size of the case.... this is a slimline pc case and wont accomodate all cards especially the larger cards like the geforce 8800gt... however you may be ok with the smaller geforce 8600gt
however you would be better off looking for a "low profile" graphics card... these are specificly designed for small form factor pc cases like yours and are half width and come with normal size and low profile brackets.... these are easily fitted and takes around 2 to 3 minutes to attach
another factor to consider is your power supply... however the Dell™ OptiPlex™ 745 has a 305w power supply... and from experience i know dell psu,s are pretty reliable... even the 300w psu,s are good and sturdy units and deliver the power thats rated.... however the bad news is you need a 450w or better psu to run the 8800gt and a 350w or better psu for the 8600gt.....

and this psu will run the 8600gt easily and will also run the 8800gt without any problems ..... this psu also has strong +12v rails delivering steady current to your cards ( it also has a 6pin pci-express power connector which as you know is required by the 8800gt ) ....
note : the 305w dell psu that comes with the Dell™ OptiPlex™ 745 may run the geforce 8600gt.... however go into the bios and disable the serial and parallel ports and any other peripherals you dont use... these take valuable resources and will free up some power for the 8600gt
however i wouldnt try running the 8800gt with the 305w psu.... it may work however its taking a chance and would put alot of strain on the psu... and it would probally blow after a few months... and it could also take out the card aswell... its not worth it.....
