I am assuming you mean:
HDMI, not HDAM as the second input on your TV
and
VGA, not VAG as the second output on your laptop.
I'm also assuming you just want to display laptop video on the TV, and use the TV as an extended desktop.
With that in mind, here is my answer. I'm not aware of any simple solutions to connect the inspiron's USB to the TV's USB and display video through it.
There ARE several ways to take the output from the VGA port and feed it to the HDMI input on a TV. There are numerous cables you can buy that make the conversion for you. They have VGA at one end and HDMI at the other, with the necessary cabling in between. This is probably your simplest solution. There are also adapters that you can plug in and then use a standard cable (HDMI-HDMI or VGA-VGA) to connect. If you have a good HDMI or VGA cable that is long enough for your needs, then maybe the adapter can save you a few bucks. If not, buy the cable with the built-in adapter. If you Google "VGA to HDMI cable" you'll see lots of choices (or replace "cable" with "adapter" if that's the route you want to go).
